1.  Call to Order by President Sue Fox
2. Summer Roberts, Director, Community Relations, Loyola University.  Ms. Roberts updated ENN on a number of Loyola initiatives.  First she reported that the plan to turn Winthrop into a “shared street” similar to Argyle is on hold for now.  She reviewed several aspects of the Loyola 2015-2020 plan.  They have essentially completed the major construction projects.  One of the important future objectives is to expand engagement in community partnerships.
3.  Magnolia-Devon construction update.  Project developer Scott Whelan reported that construction is essentially complete.  The only tenant that has committed at this time is a nail studio, which will rent the 1221 space.  Aquanaut Brewery has not committed to the development.  He has turned down offers from a carry-out pizza company and for medical use. They continue to look for tenants.
4.  Tom Mullen, Chicago Theatre Workshop.  ENN resident Tom Mullen reported on his new theatre project, Chicago Theatre Workshop.  The project’s home is The Edge Theatre on 5451 N. Broadway.  The Edge is a new 151 seat venue that hosts Li’l Buds and other theatre companies.  Mr. Mullen explained that the workshop will act as an incubator for new works, concentrating on the “teen age” stage of new musicals or plays in which music plays an integral part of telling the story.  It will also be the first theatre in the country to digitally stream live productions. The first season will feature 3 plays:  Wicked City, Creative, and Little Miss Sunshine.  The workshop is holding a fund raiser with food and entertainment on August 20.  Additional information can be found at chicagotheatreworkshop.org.
5.  Edgewater Garage Sale.  Sue Fox provided an update on the Edgewater Garage Sale.  ENN had 26 participants; 13 were on the Barr Funeral Home parking lot.  ENN itself made a total of $88 from the sale. 
6.  Zone 56 Residential Parking.  Julaine Flick of the 6300 block of Magnolia presented the case for extending the zone 56 residential parking to 24 hours.  She stated that Magnolia is filled during the day and she expects the situation to get worse.  Some of the cars may be customers of the businesses on Broadway and Devon.  However, the bulk appears to be commuters and Loyola students.  Input from other residents indicated that the problem does not appear to extent to other Zone 56 streets.  Residents at the meeting from other streets were very sympathetic to the concerns of those on Magnolia but were not necessarily in favor of 24 hours.  One member of ENN observed that the 6200 block of Wayne has a different time limitation than the 6 pm to 6 am on the other streets.  He suggested that the time be adjusted to make it less attractive for commuters.  Several members indicated that this seemed to be a reasonable compromise.  The consensus voiced was that a 4pm start time would be optimal.  After some discussion regarding the ending of restrictions, Lennie Lauricella made a motion to request that the time be changed to 4 pm to 8 am.  The motion passed with one vote opposed. 
7.   Minutes of March meeting.  The March 8, 2016 meeting minutes were approved.

Granville Methodist Church

1.  Call to Order by President Sue Fox
2.  Representative Kelly Cassidy.  Rep.  Cassidy provided an update on the status of the state budgetary impasse as well as a summary of legislation that she has introduced this year.   She distributed a summary of the budget that had been compiled by Senator Steans. She explained how the impasse has affected her district and those in it who are most vulnerable.  Examples include immigrant service, adult children with disabilities, and cuts in Medicaid.  Many are trying to deal with the impasse in Springfield. The normal process is (1) the governor provides a budget to the legislature (2) which is discussed, voted on and sent back to the governor (3) who can sign it, veto it, or use his amendatory veto.  The budget then can be altered or amended by the legislature.  Unfortunately, Gov. Rauner choose an outright veto rather than the amendatory veto. Last year Senator Steans convened a bipartisan group (which included members of the governor's staff) to try to reach agreement on a budget.  They did so on a number of issues that addressed revenue shortfalls, spending cuts, reform elements and many of the issues that the governor has made an integral part of budget process including collective bargaining restrictions, prevailing wage changes, workers compensation, redistricting, and procurement reform.   The staff indicated that the agreement appeared to adequately address many of the issues.  However, when it was presented to Governor Rauner he dismissed it and rebuked Republican members of the group.
The state has entered into completely uncharted territory with the budget stalemate.  A great deal of what is being funded is being funded by court order.  Large organizations which as Lutheran Services and Catholic Charities have cut back significantly.  A silent and heartbreaking process is the disappearance of smaller but important agencies.  The state is currently dealing with massive cuts and closed facilities, including education. 
One of the issues facing the legislature is reapportionment.  Rep Cassidy and a conservative Republican colleague met to look at solutions.  They looked at a 2008 compact to amend the Electoral College that involved state agreements to partner on reforms to remain some equilibrium. They are currently looking for another state with which to partner.
Rep. Cassidy also provided a list of criminal justice reform bills which she has introduced in 2016.  This is one of her main focus areas, especially juvenile justice.  Two of the bills were vetoed by Governor Rauner last year.  They are HB 4357 which provides for uniform civil enforcement of cannabis standards that would create a civil offense and fine for possession of under ten grams among other things and HB4360 which eliminates lifetime bars to employment in educational settings that are created currently by certain non-violent offenses.  The reintroduced bills have been tweaked to recognize the governor's concerns.  Other bills include HB 6012, HB 6014, HB 6015, and HB 6331.  HB 6012 would address some current issues involving the law which allows the Department of Corrections, as well as private companies with whom they have contracted to provide certain services, to file lawsuits against inmates for costs of incarceration.  HB 6014 addresses the very broad manner in which "gang contact" is defined and considered a parole violation.  For instance, it can include contact with family members who are also gang members.  Generally the current definition is leading to unnecessary arrests with the attendant court costs and public defender costs.  Finally, HB 6331, introduced with the encouragement of Sheriff Dart, would allow the state police to deny an application for or revoke a FOID card for an individual who is subject to an order of protection or non-contact order related to stalking. 
3.  Co-Pastor Tabb, Granville Methodist Church Presentation.  Co-Pastor Tabb welcomed members of ENN. He explained that outreach to the community will be one of his focuses. Currently the church is planning a "Flood Flint with H20 Lenten Fish Dinner on Friday March 18 (5:00 to 7:30 p.m.) at the church.  They will use the proceeds to transport water to Flint, MI. They are also accepting donations of bottled water. Water can be dropped off at the basement entrance each Monday-Wednesday from 6-7 pm from now to May.  They are partnering with a Methodist Church in Flint, Michigan for the donations.
4.  Magnolia-Devon construction update.  Sue Fox reported that project developer Scott Whelan was not able to attend personally to provide an update.  He reported that he was planning to resume the brickwork throughout March, weather permitting.  The Edgewater Chamber is working with him to identify potential tenants.  He has been meeting with potential tenants and hopes to be able to provide an update to ENN soon.
5.  Recycling Update.  Nancy Schroeder and Allan Stryczek provided a report on current city recycling requirements.
6.  Vedgewater Garden Update.  Troy McMillan provided an update on the Vedgewater Garden and on Peterson Garden Project activities at the Broadway Armory.  She reported that additional information could be found at the Peterson project website, petersongarden.org.
7.  Earth day Cleanup.  Allan Stryczek reported that there will be a general community clean up on Earth day, Saturday, April 16th.  They are looking for (1) areas in ENN that need attention and (2) volunteers.  If interested, please contact Allan Stryczek at: astryczek@sbcglobal.net
8.  Edgewater Garage Sale. The 22nd Annual Edgewater Neighborhood Yard Sale will be held on Saturday June 4th.  Currently 8 block clubs are participating and the Chamber is also getting involved this year to support local sidewalk sales.  Upon motion by Troy McMillan, second Larry Ebert, those present voted to approve ENN’s participation in the garage sale.  ENN will therefore be responsible to share the cost of advertising and map-printing.  There will be a $10 fee for sellers interested in participating in the sale.  After costs, any additional funds from the fees collected will be distributed to the participating block clubs as a fundraiser.  Last year ENN made $139.  The Barr Funeral Home parking lot located at Granville/Magnolia is generously being provided by Tim Harrington as another location for ENN residents to use to set up their sales.  For anyone interested in participating, please contact ENN or Sue Fox (suegfox@gmail.com) before Thursday, May 26th.
9.  Other Issues.  Members present reported that some dog owners are not complying with legal requirements to pick up after their dogs.  This is occurring on the south end of the 6200 block of Lakewood and the 6300 block of Magnolia, among other places.  We will be looking into obtaining signs that can be posted in the neighborhood to remind owners that they should be picking up after their dogs.  Nancy Schroeder made a brief presentation on the 24th District CAPS meeting.  It was suggested that ENN residents be reminded that they should keep porch lights on at night.
10.  Minutes of November meeting.  The November 11, 2015 meeting minutes were approved upon motion by Brian Treglown, second by Allan Stryczek.

St. Gertrude’s Social Hall 
      I.   Sue Fox called the meeting to order at 7:05.

    II.    John Arnsdorff, Audio Archaeology, 1324 W. Devon, provided information regarding Audio Archaeology.  He explained that vinyl records and players are making a comeback and are the core of the business.  They also sell some cassettes, vintage glassware, candles. etc.  The web site is www.audioarchaeology.com.  If someone has questions, his email is john@audioarchaeology.com.

   III.    Karen Dreyfuss, Assistant to Alderman Osterman for Youth and Education, provided an update on schools in the 48th ward including a handout listing all neighborhood schools.  The goal is for each child in the community to have a high-quality choice for education, from preschool through high school.  One major component is to make Senn High School a good option for more neighborhood children and parents.   2016 will be the Year of the Youth for Alderman Osterman.  Information will be forthcoming.
  IV.     Neighborhood Updates
Karen provided some additional updates on issues in ENN on behalf of the Alderman’s office, including the Devon/Magnolia project development and 6319 N. Lakewood.
 It was reported that D & G, the craft brewery, is no long interested in the Devon/Magnolia space.  6319 has been emptied and boarded up and is currently on the market. 

Troy McMillan provided updates on the Vedgewater Garden and the Grow2Give Program fundraiser for Care For Real.
  Registration for returning gardeners will close on November 15.  New gardener registration will be in February.

Loyola University is planning a winter festival – Polar Poluzza on December 5 & 6 with a number of events.
  Neighbors are invited.

    V.    Annual Edgewater Art Fair Feedback.  Fair organizers asked ENN for comments and suggestions on the Edgewater Art Fair.  Generally the reaction was very positive.

  VI.    Election of Officers.  Larry Ebert proposed the following slate of officers for 2015-2016.

The officers were elected unanimously upon motion by Julie Gerovogh and second by Robert Gerovogh.
 VII.      Other Issues and Concerns. A question was raised about the empty store fronts on Broadway and whether anything was being done to attract businesses.    There were also questions about the lack of progress on the new construction at Lakewood and Devon.

Annual Meeting & Picnic (held at the home of Larry Ebert and Nancy Schroeder)
 
      I.    Sue Fox called the meeting to order at 7:10pm at 6247 N. Lakewood Ave.

     II.    Mike Harrington, community organizer for Elevate Energy explained the services provided by Elevate Energy.  He outlined Elevate Energy’s 3 primary missions: design and implement efficiency programs that lower energy costs, protect the environment, and provide access to all.  He explained that most heat loss is in the attic and basement. Elevate Energy provides energy assessments for $99 or free with a “party” to introduce them to a wider group. [Mike.Harrington@elevateenergy.org; Office: 773-321-2679].
    III.    Molly Bougearel, Vice President of Stategy and Development for Heartland Health Center, gave a presentation on the mission of Heartland Health Center and the new building at 1301 W. Devon. [MBougearel@heartlandhealthcenters.org; 773-296-3554].
   IV.    GoEdgewater Ambassadors David Cady Jr and Erin Berger introduced GoEdgewater and its mission.   GoEdgewater is a collaboration between the Chicago Department of Transportation and the Active Transportation Alliance.  Officially launched on June 1, 2015, its mission is to promote biking, walking, and public transit as it assists residents in utilizing alternative means of transportation.  Residents can order a “go kit” free on its web site, www.goedgewater.org.     V.    Summer Roberts, Department of Community Relations of Loyola University, provided an update on Loyola projects and plans.  The 6300 block of Winthrop will be reconfigured into a “woonerf”, a shared street that deemphasizes cars and emphasizes pedestrians.  The street will remain open to one-way south through traffic but there will be no parking.  It should be completed by the fall of 2016.   [srober6@luc.edu]
   VI.     Sue Fox provided updates on 2 residential/commercial development projects on Devon which had been the subjects of special ENN meetings.  On January 13, ENN voted to support a requested zoning change for the building on the Southeast corner of Devon and Magnolia from B3-1 to B3-2, which would allow the developer to add 2nd & 3rd floor duplex apartments.  On April 20 ENN voted to approve a proposed change on the building from B-3 to C to allow a small craft brewery on the premises. Both votes were with the understanding that the developer will sign a restrictive covenant on the property.  On May 20, ENN approved a zoning variance for the property at 1301 W. Devon to allow a reduction in the rear yard setback from 30' to 22'.  
  VII.    Sue Fox reported that the 21st Annual Neighborhood Garage Sale, held Saturday June 6th, had 16 ENN participants and netted $139.89 for the ENN Block Club. 
 VIII.   Sue Fox reported that the traffic circle residents requested for the Rosemont/Glenwood intersection to slow traffic was found by City engineers to be not feasible.  Alternate suggestions were proposed but neither the City nor the Alderman’s office are considering those at this time.

   IX.    Sue Fox presented a bylaws amendment recommended by the ENN Executive Committee.  The proposal was to amend Article IV – Membership to delete language that required attendance at at least one prior meeting within the previous 12-month period to be considered a voting member.  Jim Nelson moved that the requirement for attendance at one prior meeting be removed from the bylaws.  Allen Stryczek seconded the motion, which was then unanimously approved.  Article IV Membership will read “Any person who lives or owns residential property within the boundaries of ENN, who is at least 18 years of age and has paid the annual membership fee”.
    X.    Dorothy Bond, ENN Treasurer, collected the $5 ENN annual membership dues.
   XI.    The minutes of the November 2014 meeting were approved upon motion by Jim Nelson, second Larry Ebert. 
  XII.    There being no further business, the meeting was adjourned.  Attendees then proceeded to enjoy the picnic!


Edgewater North Neighbors Meeting
November 10, 2014

I.    Sue Fox called the meeting to order at 7:02 pm.  She introduced Dan Luna, Alderman Osterman’s Chief of Staff.
II.    Presentation on 1301 W. Devon Project. Chris Woods and Pat Thompson provided information on a planned project for 1301 W. Devon.  It will consist of 2 buildings with commercial on the first floor and 6 rental units on the floors above.  They indicated that the buildings would be built within the current zoning and building regulations so that the presentation was informational only.  They intend to break ground March 1, 2015 and complete the project by October 1, 2015. 
III.  Presentation on SE Corner Magnolia & Devon.  Scott Whelan provided information on a planned rehab of the building on the SE corner of Magnolia & Devon.  Mr. Whelan reported that he intends to add 2 stories to the building so that there will be commercial on the first floor and 5 residential units on the second and third floors.   This will require a change in zoning from B-3-1 to B-3-2.  He will be seeking approval of the change from ENN as the project moves forward.
IV.  Proposal for Traffic Circles Glenwood & Rosemont.  Dan Luna reported that residents around the Glenwood/Rosemont intersection had contacted the 48th ward office to discuss traffic calming around the intersection.  They have gathered 40 signatures in support of installation of a traffic circle at the intersection.  The city requires a maintenance agreement for planting the circles.  This has been done.  Mr. Luna indicated that he is asking for a motion on the traffic circles.  He will also be going to NEON to get feedback.  Upon motion by Jim Olson, second Rob Sierzega, ENN voted (20-0) to support a traffic circle with the understanding that the actual proposal would come back to the block club for a final vote.
V.  Dan Luna Report.   Dan Luna reported on the following items:
·         A building inspection of 6319 N. Lakewood had identified building violations.  The city will follow up with an administrative hearing.  The building owner has refused to cooperate with the Alderman’s office.
·         D’Elia Playlot is in the process of being rebuilt.
·         ENN residents should provide the Alderman’s office with addresses of homes and buildings that do not shovel show.  Conrad Suerth, 48th ward Streets and Sanitation Superintendent, will follow-up with residents who are not shoveling.
VI. LaManda Joy - Vedgewater.  Ms. Joy provided a report on the Vedgewater Garden at Rosemont and Broadway.  She also reported that they are opening a culinary space in the Broadway Armory.  It currently focuses on seniors, but will provide classes for all.
VII. Other Reports.   Syed Ahmed reported on his neighborhood errand service called Bringdrop.  Jim Olson reported on the status of the ENN web site.
VIII.Elections.  Upon motion by Darrick Jackson and second by Jeff Korte, the following were elected for 2014 ENN officer positions.

·         Vice President: Jim Olson
·         Treasurer:  Dorothy Mannebach Bond
·         Secretary: Nancy Schroeder

Edgewater North Neighbors Meeting
July, 15 2014

I.     Sue Fox called the meeting to order at 7:05 pm.
II.   Edgewater Chamber of Commerce Update.  Katrina Balog, Executive Director of the Edgewater Chamber of Commerce, provided information on a number of upcoming events and programs involving the Edgewater Chamber.  They include:
  • Edgefest 2014 will be August 2-3 on Broadway, just south of Thorndale.  It will feature lots of entertainment and food choices.
  • The first Edgewater 5K run/walk will be September 28.
  • The Edgewater Farmers Market is up and running.
  • Information on the Edgewater Theatre District Flex Pass.
  • An update on SSA 26.An invitation for ENN members to contact the Chamber if they have ideas for new businesses and spaces.  The phone is 773-561-600.
III.  President’s Update.  Sue Fox reported on the following items:
  • The annual Edgewater Garage Sale;
  • The results of the May flyering campaign
  • Need for volunteers for the Devon flower Boxes.  It was suggested that it would be very helpful to find a source to donate flowers to the effort.
IV.   Web Site.  Jim Olson and Darrick Jackson provided an update on the new ENN web site.
V.   Recent Neighborhood Crime.  Residents shared information on recent crime issues, primarily the shooting of a Rogers Park resident on Devon and Glenwood.  It was noted that the intended victim lives on the 6300 block of Lakewood and was the subject of previous shootings.  There was concern over the potential of future attempts and the threat to others in the area.
VI.   5347 N. Broadway Façade Change.  Members discussed a proposal to replace the historical terra cotta façade on the building at 6347 North Broadway with a modern glass façade.  Several members expressed concern that the planned changes to the façade will result in too stark a contrast with other buildings on Broadway.  Upon motion by Suzanne Stryczek, ENN members voted unanimously to communicate concerns over the proposed changes to the building owner, with a copy to Alderman Osterman. 
 
VII.  Vacant Trumbull School building.  Members discussed the status of the currently vacant Trumbull School building and whether it would be appropriate for ENN to provide comments on the potential reuse of the property, given its location in the southeast corner of Edgewater.  The consensus was that this is an important historical building in Edgewater and that it is in the interest of the entire community that it be preserved. Edgewater has already lost significant buildings and it is important to preserve those that remain.  A motion that ENN express our support for preserving the building with landmark protection and preservation tax credits for development to Alderman O’Connor was adopted unanimously.
VIII.  Other Business.  Upcoming events include performances in Berger Park by Theatre on the Lake and the walk to support Care For Real.  CFR is setting new client records.

Edgewater North Neighbors Meeting
March 11, 2014  

      I.        Sue Fox called the meeting to order at 7:05.  2014 officers were introduced.
    II.        Garage Sale.  Sue Fox reported that the annual Edgewater garage sale is scheduled for Saturday, June 7 and provided background on the event.  After discussion, the consensus was that ENN would not participate as a block club. Individual residents may do so.
   III.        Enn Flyering Campaign.  It was decided that block reps would flyer their areas the last 2 weeks of May to provide information about the block club to ENN residents and to provide them with information on joining the block club and the email list.
  IV.        Vedgewater Garden Update.  Troy McMillan provided an update on the Vedgewater Garden project for 2014.
    V.         Update by Alderman Osterman.  Alderman Harry Osterman provided an update on 48th ward activity and took questions from ENN members.  Among items covered:
·         Update on the Broadway plan for the 48th ward and new streetscaping and signage on Devon.
·         Planned resurfacing of Rosemont.
·         New businesses coming into the ward including: Whole Foods in the vacant Dominicks store on Broadway and Mariano’s at Foster and Sheridan, a new medical center at Hood and Broadway and the LA Fitness Center at Glenlake and Broadway.  The building on the northwest corner of Broadway and Granville has been sold and the new owner is actively looking for new tenants. 
·         Attempts to locate a site for a new dog park in the 48th ward.
·         Improved safety on Thorndale with additional foot patrols and cooperation from businesses.
·         Ward clean-up day April 26.
·         Broadway Armory activities.
·         Interest in new opportunities for public art.
ENN members brought up a number of issues.  Residents of the 6300 block of Wayne reported that they are having major problems with parking as other blocks in the area have permit parking overnight.  They reported that cars are left on the street for long periods of time, apparently by those who do not live on the street.  Alderman Osterman agreed to work with the residents to address the situation. 
There was also concern that (1) some dog owners were using the D’Elia play lot as a dog park in violation of play lot rules and (2) bike lanes have been taken out on Winthrop and Kenmore, causing a hazard for bicyclists.

Jeff Korte called the meeting to order at 7:10pm. 

Approval of July 16th, 2013 Minutes:  Dorothy Mannebach Bond made a motion to approve the July 16th, 2013 minutes. Motion seconded by Larry Ebert.  Motion passed. 

Street Resurfacing and Potholes:  Nance Schroeder reported that Rosemont Ave. is on a list for street resurfacing next year.  To report potholes in the streets or alley, send a message to Nancy Schroeder at schrebert@aol.com or contact the Alderman Osterman's office at Harry@48thward.org  or tel 773-784-5277.

Friends of D'Elia Playlot:  Suzanne Stryczek gave a report that the D’Elia Playlot (6340 N. Lakewood Ave) was recently cleaned and had new wood shavings put down.  It was also reported that Harry Osterman’s office recently did a survey to see if other upgrades could be done to the playlot.  The “Friends of D'Elia Playlot” group is still in the early stages of organizing but is working in conjunction with the Alderman’s office to maintain the park.  If you have any suggestions please contact Ginger Williams at ginger@48thward.com.. 

Treasurer’s Report:  Nancy Schroeder reported that ENN has $306 in their MB Financial account.  Along with $38 in cash ENN has a total of $344.00.  Nancy said we would offer a small donation to St. Gertrude’s for use of the rectory.

Elections:  Jeff Korte, who is stepping down as President, gave a brief summary on ENN meetings and officer positions.
-The President runs the meetings, has a small degree of contact with the Alderman’s Office, and has occasional community meetings.
-The Vice-President has no specific task other than filling in when the president is unavailable.
-The Secretary takes the minutes for the meetings and helps organize the logistics of the meetings (location, printing copies of minutes and ballots, etc.).
-The Treasurer handles all funds collected and pays bills. 

All 4 officer positions were open, each having a 1-year term.  The by-laws specify there must be 3 officers (minimally: President, Treasurer, and Secretary). 

The following positions were nominated for 2014 ENN officer positions: 
Treasurer:  Dorothy Mannebach Bond was nominated by Sue Fox  Nancy Schroeder seconded.
Secretary: Nancy Schroeder was nominated by Jeff Korte.  Suzanne Stryczek seconded.
President: Sue Fox was nominated by Nancy Schroeder.  Troy McMillan seconded.

Each ran unopposed.  Jeff Korte made a motion to vote the officers in on one vote.   All positions passed unanimous.  

Jeff Korte mentioned that ENN has recently modified the by-laws to meet 3 times a year (2nd week in March, 3rd week in July, and 2nd week in November).  It was also discussed that the meeting location for the time being will be changed to St. Gertrude’s Rectory (6214 N. Glenwood).  ENN previously held meetings at Lakeview Methodist Church but the fees to use the space was increased to $50/use.  To avoid this fee, ENN meetings over the past year were also held at the home of Larry Ebert and Nancy Schroeder on Lakewood Ave.  St. Gertrude’s has generously offered that ENN can use meeting rooms (based on availability) free of charge.  It was suggested that ENN would likely offer a yearly donation as well as use the ENN listserve to advertise events for St. Gertrude’s.  It was also discussed that ENN will consider continuing to hold the July meeting as a picnic since the July 2012 meeting/picnic was so successful.  In addition, ENN would also like to continue to be part of a combined block club meeting with EGA (~April) since the combined groups would provide more of an audience for invited speakers.

Other Business: 
Area Homeless:  A question was raised about addressing homeless people found living in vacant storefront entrances (such as recently noticed on the 1400 block of both Granville and Devon).  It was suggested to call 311.  This was confirmed by contacting the 48th Ward Alderman’s office.  Jerry Goodman at the 48th Ward Alderman’s office advised to call 311 which will dispatch different organizations to assist the individual(s).

Lawrence Hall home:  Jeff Blythe of the Lawrence Hall home said he is always interested in getting feedback regarding the tenants residing at Lawrence Hall (6300 block of Lakewood Ave). Suzanne Stryczek mentioned one of the youth home residents helped to clean D'Elia Playlot.  It was agreed that there have been no problems and the residents are fitting into the community very well.

Dominick’s at 6009 N. Broadway:  It was mentioned that the Dominick’s at Broadway/Glenlake may be purchased by Mariano’s.  **As of December 3rd:   Alderman Osterman reported that Mariano’s has purchased the Dominick’s store located at 5201 N. Sheridan Road. It was also reported that according to Crain's Chicago Whole Foods is interested in the Dominicks at Broadway and Glenlake.

Block Club President’s Meeting:  Troy McMillan reported on Block Club President’s meeting held Tuesday, November 12th 2013 at Burke’s Public Ale House (5401 N. Broadway).   The meeting was called to discuss issues the local block clubs have in common, share ideas, etc.  All 13 area block clubs were represented.  One major issue discussed was how to disseminate information to all the block clubs which has an added complication as the 13 block clubs span multiple Aldermanic office districts.  One idea was to create a federation of block clubs. as it is agreed that it’s important for block clubs to have representation and help distribute information.   

ENN Flyering Campaign:  Jim Nelson suggested another ENN recruitment flyering campaign be considered as there has been significant turnover in the area.  It was agreed that would be useful and would likely be done in the spring.  It was also suggested ENN advertise for member recruitment on the 48th Ward Alderman Harry Osterman’s weekly newsletter.  Nancy Schroeder said she would look into this possibility.

Edgewater North Neighbors Meeting

Meeting called to order at 7:06pm by Jeff Korte, ENN Vice President.

Informal meeting/gathering:  President Jeff Korte commented the informal picnic gathering for this meeting was to an effort to try something new and create a neighborly environment.

May Flyering For ENN Membership Recruitment:  Jeff Korte announced the May 2013 recruitment flyering campaign resulted in approximately 20 new residents requesting to be on the ENN announcement listserve.  ENN no longer distributes paper flyers for meetings and announcements but canvassed the ENN neighborhood in May 2013 in an attempt to reach out to residents in the community to ensure they were aware of the block club.  It was discussed that this annual flyer campaign would be held again in the spring of 2014.

ENN Vice President:  Longtime ENN resident Dorothy Bond offered to hold the post of the vacant ENN Vice President position (unfilled since November 2011).  Dorothy, who is retired, currently volunteers at her church, and has been a member of ENN for many years expressed interest in getting more involved in the community.

Cary Frey made a motion to nominate Dorothy for Vice President.  Suzanne Stryczek seconded the motion.  The motion passed unanimously.  

Meeting date change amendment to ENN By-Laws:  The current ENN By-Laws state that ENN meetings are to be held on the third Monday, every-other month beginning in January.  Jeff Korte suggested that ENN meeting dates be changed to 3 times per year:  March, July, and November.  Due to the Aldermanic changes many issues previously handed to the block clubs are now handled through Alderman Osterman’s office.  Therefore, recent ENN meetings have had fewer pressing items to discuss and also smaller attendance.

Jim Olson made a motion to change the ENN By-Laws to change the meeting dates to 3 times per year. Larry Ebert seconded.

Further discussion:  It was asked if additional meetings could be held.  Jeff Korte said the president may call special meetings at any time.  In fact, ENN members would be invited to attend a combined EGA (Edgewater Glen Association)-ENN community meeting held in the spring.  It was asked why March, July, and November were selected. Jeff answered that those months had 4-month intervals and included the November (election) month.  Jeff said it was previously discussed to change the meeting day from Monday to Tuesday (including based on the result of a recent email poll).

It was also asked if the meeting location has permanently changed.  Meetings for the past year have been held at alternative locations to the Granville Methodist Church.  Jeff said ENN would continue to meet at the home of Larry Ebert and Nancy Schroeder if possible.  Otherwise ENN would renegotiate with Granville Methodist Church as its $50 per use fee isn’t affordable.  Troy McMullen also suggested there might be other neighborhood locations to check into such as the Loyola Safety Office.

Allen Stryczek proposed to modify the motion as to amend the By-Laws to state ENN meeting dates would be 3 times per year:  March, second Tuesday; July, third Tuesday, and November, second Tuesday.  Dorothy Bond seconded.  Motion passed unanimously.  The next ENN meeting will be Tuesday, November 12th, 2013.

Approval of March 18, 2013 Minutes:  Nancy Schroeder made a motion to approve the September 24, 2012 ENN minutes.  Motion seconded by Suzanne Stryczek.  Motion passed. 

19th Annual Neighborhood Garage Sale (held June1, 2013):  Sue Fox reported that ENN had 8 participants in the multi-block club neighborhood sale.  ENN netted $80 profit from the $10 participation fees (for advertisement and publication fees) due to the large number of participants from the other block clubs.

 Neighborhood Project Updates:
Startbucks on Broadway/Devon:  Project is moving forward. Construction is expected to start soon.  In the meantime Alderman’s office will look into clearing overgrown weeds in the lot.

Granville watermain project will start this week.

Street resurfacing:  cDOT will determine exact dates soon.  ENN will send an announcement out as soon as Alderman’s office makes dates available.  It was also noted that the developing street hole at 6259 Magnolia has been reported to the Alderman’s office.

Rosemont Street Lighting (from Broadway to Glenwood) project complete.  Lights are a big improvement.  City crews will remove old light poles and replant grass over the next several weeks.

A new neighborhood business was mentioned:  Royal Cupcakes and Bakes (108 W Granville Ave).

Loyola  Project Updates:  Troy McMullen announced that Alderman Osterman is hosting a community meeting Thursday, July 19th, at 7pm in the 6300 block of N. Kenmore to announce Loyola University’s proposal to develop a green pedestrian, bicycle, and learning corridor on that block.  Furthermore, Allen Stryczek announced there would be an open house on Friday, September 6th, 2013 at the 6300 N. Kenmore location.

Block Club Representation:  Suzanne Stryczek requested another call for recruiting ENN block club representatives for responsibilities such as flyering campaigns, attending neighborhood meetings, and keeping informed as to what is going on in the community.  Jim Nelson mentioned he was omitted from the current list.  Secretary Sue Fox said she will make sure he is added to the list.

Guest Speaker:  Ginger Williams, Assistant to the Alderman--Housing and Social Services:  Ginger spoke about a new group organizing to renovate D’Elia Playlot Park (6340 N. Lakewood Ave).  The park, named after Alaina Delia, has deteriorated over the year. The equipment is old, and the park has had reports of adults loitering and dogs being allowed off leash in the park.  Friends of D'Elia Playlot is a group organizing to revamp the park (such as new playground equipment, possibly adding a mural, replacing the wood chips, etc.).  The group is still in the initial stages of organizing.  Once organized, the group will work in conjunction with the Alderman’s office to form an advisory board, develop by-laws, hold regular meetings, and establish board members or chair or co-chairs).  The group will follow all Chicago Park District rules and regulations for organization and fund raising. 

 

The group will need a minimum of 3 people to start and can be anyone from the community.  If interested, contact Ginger at:  ginger@48thward.org


Devon Green Team:  Allen Stryczek announced that Rachel Friend, an ENN resident, is heading the “Devon Green Team”, a group taking care of the 28 planters on the north and south sides of Devon between Broadway and Clark.  Rachel is recruiting people interested in helping plant and maintain the parkway planters.  Anyone interested please contact Rachel at:  rachfriend@yahoo.com

Other Business: 
• Dogs on Osterman Beach:  Jim Nelson reported that when there are no lifeguards on duty owners are letting their dogs off leash on Osterman Beach (5800 N. Lake Shore Drive), making both a safety and sanitary problem.  Ginger Williams said she would report this to the Alderman’s office.

• Suzanne Stryczek inquired if anyone else has had problems with city workers shutting off water without notice during the day.   No one else had.

• It was mentioned that new lights are to be installed in the alley behind Granville.

• It was reported that there are major potholes on Glenwood.  Jeff Korte will report this to the Alderman’s office.

• It was asked if renters could post ENN recruitment flyers and distribute other announcements.  Jeff Korte said the flyering campaign was only intended to be a once/year extensive effort; all other announcements and information will be through email.  It was asked if all property owners in ENN get announcements—or if renters could request their landlords be on the ENN listserve for announcements.  Jeff said anyone requesting that information would be added.  Nancy Schroeder concurred and said that it’s the property owner’s responsibility to be informed and know what’s going on in the neighborhood.

• It was asked if ENN has a website.  Troy McMullen said there should be at least 2 years left on the domain.  Jeff Korte said no one is currently maintaining it.  Mike XX and Jim Olson offered to maintain the site.

It was mentioned that there has been suspicious activity of people sitting in parked cars on Granville near Magnolia.  Nancy Schroeder was going to report this to the Alderman’s office.

 Combined Neighborhood Block Club meeting:  Jeff Korte announced that ENN members are invited to attend the EGA (Edgewater Glen Association) Community Meeting, Monday, April 8, 2013 at St. Gertrude’s School Cafeteria (Granville on Glenwood, 2nd Entry to the North).  Speakers presenting:
            -Representative from Loyola University:  New Development at Loyola
-Representative from Energy Impact Illinois:  How to get a home energy assessment to improve the comfort/energy efficiency of your home & How to obtain a rebate up to $1750

• Street repaving/cleaning:  Alderman Osterman’s office assures that 6300 N. Magnolia and Rosemont will be the first streets repaved this year.  If you have any potholes to report, contact the Alderman’s office and give the location and approximate size of the pothole.

It was mentioned that 6300 N. Wayne was not on the same street cleaning schedule last year as the 6200 block, likely due to Aldermanic district changes not yet taking place.  It will be looked into for this year, when the new boundaries become effective. 
           
• Annual Flyering Campaign For New Member Recruitment:   
Due to the frequent residential turnover, particularly in rental units, there will be a comprehensive flyering campaign to recruit new ENN membership and update the listserve.  ENN has discontinued flyering and uses email exclusively for announcements, distributing information, meeting notices & agendas, etc.  The May-2012 flyering campaign was highly successful and resulted in 50 residents requesting to be added to the ENN announcement listserve.   The following people volunteered to distribute flyers:

• Block Club Representatives:
Jeff Korte mentioned that becoming a block club representative offers those interested an opportunity to become involved in the neighborhood.   Among other responsibilities, this would include the opportunity to attend board meetings and plan the meeting agendas.  Those offering to be Block Club Representatives were Suzanne Stryczek, Brian Treglown, and Dorothy Bond.

• 19th Annual Edgewater Neighborhood Garage Sale:
Sue Fox asked if ENN would like to participate in the annual garage sale to be held June 1st, 2013 (no rain date).  Cost would be $10/participant which would go towards the multi-neighborhood event advertising costs (such as brochure/map printing).  ENN has had very few participants in recent years and did not participate in 2012.  It was suggested that ENN use the listserve to survey if any residents are interested in participating this year as there is some opportunity for them to participate with the other blockclubs even if ENN does not participate.

• Garden Walk:
Garden walks in ENN have not been held in recent years.  It was discussed that previous neighborhood garden walks comprised of the same people and gardens each year.  It was suggested this also be sent out through the ENN listserve to see if there might be interest in forming a committee to organize for a garden walk in late July, 2013.

• Vedgewater Garden Project:
Garden project (at the corner of Rosemont/Broadway) was an enormous success in its first year (2012).   Last year the plots were first offered to ENN residents.  This year, plots were first offered to 2012 gardeners then were offered to the public.  The open registration filled within hours.  There is currently a wait-list for plots.  If interested see:  http://www.petersongarden.org/

• Former Edgewater Hospital Update:
It was reported that Alderman O’Connor’s office announced that the former Edgewater Hospital (5700 N Ashland) would be demolished and replaced with a 12-story building comprising of 214 units facing Ashland Ave., a row of single-family homes along Edgewater Avenue, and 0.9 acres of land for a park.  The main structure would include street-level retail and two stories of parking.  Developers have been contracted and work is scheduled to begin as early as September 2013.  However, the planned development proposal still has to get approval from City Council.
• Starbucks on Devon/Broadway Update:
Project is moving forward.  Developers will be going before the Chicago Zoning Commission and recently requested another copy of the letter that ENN sent last year (June 2012) in support of the project. The store, which will be built from recycled shipping containers, will be drive-thru. Construction is expected to start soon. 

• ENN Meeting Location:
For the past few years, ENN has paid a $50 Building Usage Fee to the Granville Methodist Church to hold their bi-monthly meetings.  Since ENN current membership is very low and there is no budget to support this cost the board has suggested it will write a letter to the Granville Methodist Church to request they waive the building usage fee.  There was also discussion to pursue alternative locations, such St. Gertrude’s Church.

• ENN Meetings:  Possible change in dates
It was suggested ENN consider changing their bi-monthly meeting day from the 3rd Monday of the month (Jan/Mar/May/Jul/Sep/Nov).  Possibly consider changing the meeting to Tuesday.  It was suggested this inquiry be sent around the ENN listserve for feedback.

• OTHER BUSINESS:
-Suzanne Stryczek announced that the Annual Clean and Green Volunteer Day would be Saturday, April 20th, 2013 (9am-1pm).  If interested in participating, or if anyone is aware of any areas in ENN or Edgewater community that might require attention or should be cleaned-up, please contact Allen Stryczek:  astryczek@sbcglobal.net

-Sean Word, a supervisor from Lawrence Hall Youth Services (6600 N. Ashland), reported that their house on Lakewood Ave. is at capacity with 8 residents ages 18-21 and a full-time supervisory staff.  The residents are looking for community voluntary projects.

-Brian Treglown inquired about 2 area buildings: 
1241-1243 W. Granville (fire damaged in Oct 2010):  due to settling the property damage and restoration payment issues, the building is currently empty except for one unit
1400 W. Rosemont (NE corner of Rosemont and Wayne).  It appears that the work promised by the owners some year years ago still has not been completed.  There were numerous violations to be addressed including illegal porches and the addition on the roof.  The board will bring this to the attention of the 48th Ward as it will be included in the new 48th Ward boundaries..

• Approval of Minutes: 
Nancy Schroeder made a motion to approve the September 24, 2012 ENN minutes.  Motion seconded by Monna O’Brien.  Motion passed.
